राज्यसभा ने देश में सड़क दुर्घटनाओं में कमी लाने के मकसद से बुधवार को सड़क सुरक्षा के लिए कठोर प्रावधानों वाले मोटर यान (संशोधन) विधेयक-2019' को मंजूरी दे दी. राज्यसभा ने विधेयक को चर्चा के बाद 13 के मुकाबले 108 मतों से पारित कर दिया. विधेयक पर लाये गये विपक्षी सदस्यों के संशोधन प्रस्तावों को ध्वनिमत से खारिज कर दिया गया. यह विधेयक गत सप्ताह लोकसभा में पारित हुआ था, किंतु विधेयक में मुद्रण की कुछ मामूली त्रुटि रह जाने के कारण सरकार को उसे ठीक करने के लिए तीन संशोधन लाने पड़े. इन संशोधनों के कारण अब यह विधेयक फिर से लोकसभा में जाएगा.

Over 15 days before a road accident in Uttar Pradesh's Raebareli left the Unnao rape survivor critically injured and killed two of her relatives, she had written a letter to the Chief Justice of India (CJI) claiming that they faced grave danger to their lives. Now, amid allegations that the accident was orchestrated by Kuldeep Sengar, the BJP lawmaker accused of raping the teenager in 2017, Chief Justice Ranjan Gogoi has directed the court registry to submit details of the letter. "The CJI has asked the Secretary General to go through the letter written in Hindi for preparing a note of it for his perusal," an official of the Supreme Court said.

कर्नाटक विधानसभा अध्यक्ष ने 14 विधायकों को अयोग्य घोषित किया

कर्नाटक विधानसभा के अध्यक्ष के. आर. रमेश कुमार ने साल 2023 में विधानसभा का मौजूदा कार्यकाल खत्म होने तक दल-बदल रोधी कानून के तहत 14 और असंतुष्ट विधायकों को रविवार को अयोग्य ठहराया. मुख्यमंत्री बी एस येदियुरप्पा के अपना बहुमत साबित करने के लिए विधानसभा में विश्वास मत प्रस्ताव रखने के एक दिन पहले अध्यक्ष का यह फैसला सामने आया है. जिन विधायकों पर कार्रवाई की गई है उनमें 11 कांग्रेस के और तीन जद(एस) के हैं. कुमार ने कहा, ‘मैंने अपने न्यायिक विवेक का इस्तेमाल किया.' उन्होंने पहले कांग्रेस के तीन असंतुष्ट विधायकों को गुरुवार को अयोग्य करार दे दिया था और कहा था कि वह बाकी के मामलों में ‘आने वाले कुछ दिनों में' अपने फैसले की घोषणा करेंगे. कांग्रेस और जद(एस) की सरकार विधायकों के एक वर्ग के बागी होने के बाद मंगलवार को गिर गई थी. दोनों दलों ने अध्यक्ष से उनके बागी विधायकों को अयोग्य करार देने का आग्रह किया था.

देशभर में भीड़ द्वारा पिटाई का मामला बढ़ता ही जा रहा है. आए दिन कहीं ना कहीं से ऐसे मामले सामने आते रहते हैं. ताजा मामला दिल्ली का है, जहां चोरी के शक में एक नाबालिग को लोगों ने पीट-पीटकर मार डाला. यह घटना दिल्ली के आदर्श नगर इलाके की है. यहां के लाल बाग इलाके में लोगों ने इस घटना को अंजाम दिया.बताया जा रहा है कि नाबालिग पर चोरी का आरोप था और मकान मालिक ने उसे पकड़ लिया. फिर आस-पास के लोगों ने नाबालिग को पकड़कर इतना पीटा कि मौके पर ही उसकी मौत हो गई. यह घटना शुक्रवार सुबह 8 बजे की है. इस मामले में पुलिस ने चार लोगों को पकड़ा है.

A disturbing two-minute video from Uttar Pradesh's Pilibhit district shows an adult tigress being beaten to death with sticks by villagers this week.

The village is close to the Pilibhit Tiger Reserve, about 240 km from state capital Lucknow. The mobile video, shot by a resident of the Mataina village on Thursday afternoon, captures the assault by the villagers and even has a background commentary by a witness who says they are assaulting the tigress because she had attacked and injured a villager in the morning.

करगिल विजय के आज 20 साल पूरे हो गए. ठीक 20 साल पहले भारतीय सेना ने पाकिस्तान सेना पर विजय हासिल की थी. इस वक्त द्रास में वॉर मेमोरियल पर शहीदों को श्रद्धांजलि दी जा रही है. जहां बड़ी संख्या में सेना के अधिकारी और शहीदों के परिजन पहुंचे हैं. आम जनता भी यहां पहुंची है और शहीदों को श्रद्धांजलि दे रही है. भारत ने 26 जुलाई 1999 को करगिल युद्ध में विजय हासिल की थी. करगिल युद्ध में भारत की जीत के बाद से हर साल 26 जुलाई को करगिल विजय दिवस मनाया जाता है. भारत और पाकिस्तान के बीच मई और जुलाई 1999 के बीच कश्मीर के करगिल जिले में सशस्त्र संघर्ष हुआ था. करगिल युद्ध लगभग 60 दिनों तक चला था और 26 जुलाई को उसका अंत हुआ. भारतीय सेना और वायुसेना ने पाकिस्तान के कब्ज़े वाली जगहों पर हमला किया था और धीरे-धीरे अंतर्राष्ट्रीय सहयोग से पाकिस्तान को सीमा पार वापिस जाने को मजबूर किया था. पाकिस्तानी घुसपैठियों के खिलाफ सेना की ओर से की गई कार्रवाई में भारतीय सेना के 527 जवान शहीद हुए तो करीब 1363 घायल हुए थे. इस लड़ाई में पाकिस्तान के करीब तीन हजार सैनिक मारे गए थे, मगर पाकिस्तान मानता है कि उसके करीब 357 सैनिक ही मारे गए थे.

उत्तर प्रदेश की योगी आदित्यनाथ सरकार ने मुजफ्फरनगर दंगे के 20 और मामलों को वापस लेने की अनुमति दी है. इसके साथ मुजफ्फरनगर दंगे मामले में कुल वापस लिए गए मामलों की संख्या 74 हो गई. सरकार द्वारा जिन मामलों को वापस लेने की अनुमति दी गई है, वे पुलिस व जनता की तरफ से दर्ज किए गए हैं. ये सभी मामले आगजनी, चोरी व दंगे से जुड़े हैं और फुगना पुलिस थाने में दर्ज किए गए थे. इसमें से कुछ मामले भौराकलां, जनसठ, न्यू मंडी व कोतवाली पुलिस थानों में दर्ज किए गए थे. इस मामले में बीजेपी नेता संजीब बालियान ने कहा, 'ज्यादातर मामले गंभीर नहीं है, केवल तोड़फोड़ और आगजनी के हैं. उस समय ढाल बनी महिलाओं पर भी केस दर्ज किए गए थे. खाली घरों में जो तोड़फोड़ की गई, उसके भी मामले दर्ज कर लिए गए थे. सैकड़ों युवा इन मुकदमों से परेशान थे.'

2016 से सील आजम खान और अखिलेश यादव के ड्रीम प्रोजेक्ट गाजियाबाद हज हाउस को एनजीटी ने खोलने के आदेश दिए हैं. एनजीटी ने केंद्रीय और उत्तर प्रदेश प्रदूषण नियंत्रण बोर्ड को तीन हफ्ते में हज हाउस में लगे सीवेज ट्रीटमेंट प्लांट का मुआयना कर रिपोर्ट दाखिल करने को कहा है. 2016 में लगभग 52 करोड़ की लागत से बना गाजियाबाद का ये हज हाउस बंद पड़ा है. सितंबर 2016 में उस समय के मुख्यमंत्री अखिलेश यादव ने इसका फीता भी काटा लेकिन एनजीटी ने जनहित याचिका पर सुनवाई करते हुए 2016 में ही सीवेज की कोई माकूल व्यवस्था न होने और हिंडन फ्लड प्लेन पर बने होने के कारण सील कर दिया था.

असम में बाढ़ की वजह से हालात बदतर होते जा रहे हैं. बाढ़ की वजह से पूरा लोअर असम अलर्ट पर है. पिछले 24 घंटे में 6 और लोगों की बाढ़ की वजह से मौत हो गई है. राज्य में इस साल आई बाढ़ से मरने वालों की तादाद 75 तक पहुंच गई है. बाढ़ की वजह से राज्य के 24 जिले के करीब 34 लाख लोग प्रभावित हैं. 3000 से अधिक गांव पानी में समा चुके हैं. सरकार की तरफ से अब तक करीब 2 लाख लोगों को राहत शिविरों तक पहुंचाया गया है. डराने वाली बात ये है कि हिमालय की नदियों में उफान की वजह से भूटान अपने डैम से कुछ और पानी छोड़ने वाला है जिसके बाद असम में हालात और बुरे हो सकते हैं. राज्य सरकार के मुताबिक इस साल बाढ़ की वजह से अब तक 1000 करोड़ का नुकसान हो चुका है.

Assam Floods: 75 People Killed, More Than 34 Lakh Affected

Following the death of six more people in Assam floods in a day, the death toll in the state has risen to 75. According to officials, flood waters have inundated 20 of 33 districts in the state, affecting more than 34 lakh people. Around 3,000 villages remain inundated. An alert has been issued for lower Assam since Bhutan is expected to release water from its dams due to an over-flooded river. The water will flow directly into lower Assam districts. More teams of the National Disaster Response Force have been rushed to the lower Assam region, while the army has been put on stand-by.

बिहार और असम में बाढ़ ने मचाई तबाही, बिहार में अब तक 106 और असम में 69 लोगों की मौत

बिहार और असम में बाढ़ से हालात हर दिन खराब होते जा रहे हैं. बिहार में अब तक 106 लोगों की मौत हो चुकी है. 12 जिलों के 66 लाख से ज्यादा लोग प्रभावित हैं. अकेले सीतामढ़ी में ही 27 लोगों की मौत हुई है. मधुबनी में 25 लोगों की मौत हुई है. उत्तर बिहार में एनडीआरएफ की 19 टीमें राहत और बचाव के काम में जुटी हुई हैं. बाढ़ प्रभावित लोगों के लिए 812 कम्युनिटी सेंटर बनाए गए हैं. नेपाल में बारिश से बिहार की नदियों में फिर से जल स्तर बढ़ने लगा है. असम में पिछले तीन दिनों से बाढ़ का पानी घट रहा था लेकिन ताजा बारिश से फिर हालात बिगड़ गए हैं. कई नए इलाकों में पानी घुस गया है. राज्य में अब तक 69 लोगों की मौत हो चुकी है और एक लाख से ज्यादा बेघर हो गए हैं जो राहत शिविरों में रह रहे हैं. 28 लाख से ज्यादा लोग प्रभावित हैं. अब भी ब्रह्मपुत्र नदी कई जगहों पर खतरे के निशान से ऊपर बह रही है. पूरे राज्य में बाढ़ से बड़े पैमाने पर नुकसान हुआ है. काजीरंगा राष्ट्रीय उद्यान का बड़ा हिस्सा अब भी पानी में डूबा हुआ है. अब तक 187 जानवरों की मौत हो चुकी है जिसमें 16 गैंडे भी शामिल हैं.

असम में बाढ़ के हालात दिन पर दिन और खराब होते जा रहे हैं. शनिवार रात तक राज्य में बाढ़ से मरने वालों की संख्या 62 हो गई है. आंकड़ों के मुताबिक बीते 24 घंटे में कुल 12 लोगों ने अलग-अलग जगह बाढ़ की वजह से अपनी जान गंवाई है. हालांकि, कुछ इलाके ऐसे भी हैं जहां बाढ़ का पानी उतरने लगा है. बाढ़ से प्रभावित जिलों की संख्या घटकर 24 हो गई है. बाढ़ से समूचे राज्य में बड़े पैमाने पर क्षति हुई है. हालांकि बक्सा, होजई और माजुली जिलों से बाढ़ का पानी अब धीरे-धीरे घट रहा है लेकिन 1.51 लाख हेक्टेयर की फसल अब भी बाढ़ के पानी में डूबी हुई है और काजीरंगा राष्ट्रीय उद्यान का बड़ा हिस्सा भी बाढ़ की चपेट में है. असम राज्य आपदा प्रबंधन प्राधिकरण (एएसडीएमए) के बाढ़ संबंधी बुलेटिन के अनुसार मोरीगांव जिले में तीन लोगों, बारपेटा में तीन, दक्षिण सलमारा में दो और नलबाड़ी एवं धुबरी जिलों में एक-एक व्यक्ति की मौत होने से यह आंकड़ा बढ़कर 62 हो गया है. बिहार में भी बाढ़ की वजह से बुरे हाल हैं. अभी तक बाढ़ की वजह से पांच और लोगों की मौत हो चुकी है. अब यह आंकड़ा बढ़कर 97 हो गया है. राज्य के आपदा प्रबंधन विभाग ने यह जानकारी दी है.

एक बार फिर मुंबई में बारिश शुरू हो गई है. देर रात हुई मूसलाधार बारिश की वजह से मुंबई के कई इलाकों में पानी भर गया. मौसम विभाग ने पहले ही बारिश का अलर्ट जारी कर रखा है. मुंबई में रात भर रुक-रुककर हो रही भारी बरसात के कारण शहर के कुछ निचले इलाकों में जल जमाव शुरू हो गया है. हालांकि सुबह 9 बजकर 47 मिनट पर शहर में 1.96 मीटर की लो टाइड होने के कारण लोगों को बारिश के कारण ज़्यादा परेशानी नहीं होगी. फिलहाल यातायात पर इसका कोई असर नहीं है.

मध्यप्रदेश की राजनीति में इन दिनों एक नाम बहुत चर्चा में है. बहुजन समाज पार्टी की विधायक रामबाई के पति गोविंद सिंह पर 17 से अधिक मामले दर्ज हैं. लेकिन फरारी में भी वह विधानसभा में टहलते नजर आए. गिरफ्तारी के बजाए उनके ऊपर इनाम हटा दिया गया. सत्ता की मजबूरी ऐसी है कि बीजेपी भी खुलकर विरोध नहीं कर रही है. दरअसल 15 मार्च को बसपा छोड़कर कांग्रेस में शामिल हुए देवेंद्र चौरसिया की हटा में हत्या कर दी गई थी. इसमें सात मुख्य आरोपी समेत कुल 28 आरोपी बनाए गए थे. इसमें पथरिया से बसपा विधायक रामबाई के पति गोविंद सिंह का नाम भी शामिल था. हत्याकांड के बाद से ही गोविंद सिंह फरार चल रहे थे. पुलिस ने उन पर 25 हजार के इनाम का ऐलान किया था. जिसे बाद में एसपी ने हटा दिया और विधायक से जांच आवेदन लेकर गोविंद सिंह का नाम हटा दिया.

लोकसभा में मोटर व्हीकल संशोधन बिल हुआ पास

लोकसभा में मोटर व्हीकल संशोधन बिल 2019 को मंजूरी दे दी गई है. इसमें सड़क सुरक्षा को लेकर काफी सख्त प्रावधान रखे गए हैं. इसके मुताबिक अगर नाबालिग गाड़ी चलाते मिला तो मां-पिता को दोषी माना जाएगा. नाबालिग की गाड़ी से किसी की मौत हो जाए तो मां-पिता को जेल होगी. तेज रफ्तार पर गाड़ी चलाने पर 5000 रुपये जुर्माना होगा. एंबुलेंस को रास्ता न देने पर 1000 रुपये जुर्माना किया जाएगा. वहीं सीट बेल्ट न पहनने पर 1000 रुपये जुर्माना और हेलमेट न पहनने पर 1000 रुपये जुर्माना होगा.

Top Court Orders Action Against Amrapali, Provides Relief To Homebuyers

All unfinished housing projects of real estate group Amrapali, which has been accused of fraud, will be taken over by state-run National Buildings Construction Corporation (NBCC), the Supreme Court said in a landmark judgement on Tuesday. The verdict brings big relief for more than 42,000 homebuyers who had sought possession of flats booked in Amrapali group projects. The top court also cancelled the RERA or Real Estate (Regulation and Development) Act registration of the company for siphoning off homebuyers' money.

सुप्रीम कोर्ट ने आम्रपाली मामले में 42,000 से अधिक घर खरीदारों को राहत देते हुए एक बड़ा फैसला सुनाया है. आम्रपाली का रेरा पंजीकरण रद्द करते हुए सुप्रीम कोर्ट ने एनबीसीसी से कहा कि वह अधूरे फ्लैट पूरे करे. 6 महीने के भीतर लगभग पूरे हो चुके प्रोजेक्ट्स के घर बनाकर खरीदारों को दिए जाएंगे. इसके लिए NBCC को 8 फीसदी कमीशन मिलेगा. सुप्रीम कोर्ट ने कहा कि प्रबंध निदेशक और निदेशकों के खिलाफ फेमा के तहत ED मामले की जांच कर, हर तीन महीने में कोर्ट में रिपोर्ट दाखिल करे. साथ ही कोर्ट ने कहा कि ग्रेटर नोएडा और नोएडा ऑथोरिटी ने इस मामले में लापरवाही की. यह सीरियस फ्रॉड हुआ है, बड़ी रकम इधर से ऊधर हुई है. इस मामले में फेमा का उल्लंघन किया गया और बिल्डर्स की सांठ-गांठ से विदेश में पैसा पहुंचाया गया.

मध्य प्रदेश में 'जमीन' के लिए चली गोलियां

यूपी के सोनभद्र की तरह ही मध्य प्रदेश के राजगढ़ में भी एक घटना सामने आई है. यहां जमीन पर कब्जे को लेकर दो पक्षों के बीच जमकर गोलियां चलीं. इस घटना में कुछ लोगों के घायल होने की भी सूचना है, जिन्हें बाद में पुलिस ने अस्पताल में भर्ती करा दिया है. पुलिस फिलहाल इस पूरे मामले की जांच कर रही है. दोनों पक्षों के बीच खूनी संघर्ष कोई नया नहीं है. कुछ समय पहले भी दोनों ही पक्ष के बीच आपसी मारपीट हुई थी. बता दें कि यूपी के सोनभद्र में जमीन पर कब्जे को लेकर ही दो पक्षों में गोलीबारी हुई थी जिसमें 9 लोगों की मौत हो गई थी.
