A series of letter that detail how a Central Reserve Police Force officer repeatedly wrote to his high command that schools supposed to impart anti-terror training were dysfunctional have raised a controversy over alleged administrative faults in the central force. NDTV has accessed the letters. The last letter was sent two months before a suicide bombing attack on a highway in Jammu and Kashmir's Pulwama killed 40 soldiers.
